Why give them more money when their pockets are bulging with excess profits. It's in their own best interest to explore all the time and they don't need an incentive from the government.

At current prices, oil companies don't need more incentives to find more oil. What the government can do is get out of the way in drilling where oil is known to be, e.g. portions of the Arctice Reserve and off-shore.
